Arab Region | Financial Secrecy Index (FSI) (Arab countries,2018–2020)
The Financial Secrecy Index (FSI) focuses on secrecy (escape from disclosure), but the same jurisdictions gauranteeing secrecy also often offer escape from tax, from financial regulation, from criminal laws, from corporate governance rules, from inheritance rules and more. The FSI measures two factors, one qualitative and one quantitative. The qualitative measure looks at a jurisdiction’s laws and regulations, international treaties, and so on, to assess how secretive it is, based on 20 secrecy indicators. It gets assigned a secrecy score 0-100 (best): the higher the score 0-100 (best), the more secretive the jurisdiction. The second, quantitative, measurement attaches a weighting to take account of the jurisdiction’s size and overall importance the global market for offshore financial services. The FSI ranges from 0% (full transparency) to 100% (full secrecy). This is a Composite index (i.e. aggregating multiple sources)
