Sa’id al-Jamal, an Iran-based financial supporter of the Houthis, oversees a network of front companies and vessels that smuggle Iranian fuel, petroleum products, and other commodities to customers across the Middle East, Africa, and Asia. A substantial portion of the revenue generated from these sales is funneled through a complex international network of intermediaries and exchange houses to the Houthis in Yemen. This revenue helps finance the destabilizing activities of the Houthis, the IRGC-QF, and others, including Hizballah. Sa’id al-Jamal’s network has generated tens of millions of dollars in revenue by selling Iranian commodities to those willing to evade sanctions. He also has connections to Hizballah and has collaborated with the group to send millions of dollars in support of the Houthis. The Iranian Revolutionary Guard Corps – Quds Force deposited millions of dollars into Al-Aman, which were subsequently transferred to the accounts of the NABCO Exchange and Remittance Company (NABCO).
