The "Al-Rawi Network" is one of the key financial backers of the terrorist organization ISIS. The Al-Rawi Network began its operations in the financial services sector in the early 1990s to help Saddam Hussein's regime circumvent sanctions. Saddam Hussein's regime used financial service companies, including those owned by the Al-Rawi Network, to avoid using the official banking sector for buying and selling oil. Since then, the Al-Rawi Network has transitioned to supporting ISIS by facilitating financial operations globally through traditional money laundering techniques, such as clearing transactions, aggregation, and cash smuggling to obscure the origins of ISIS's illicit funds.
