The Structure and Leadership of Hay’at Tahrir al-Sham (HTS)

Hayat Tahrir al-Sham, also referred to as HTS, is a Sunni Islamist political and military organization involved in the Syrian civil war. It was formed on January 28, 2017, as a merger between several armed factions, led by Abu Muhammad al-Joulani (also known as Ahmad al-Shara'). HTS launched an offensive and overthrew the Assad regime on December 8, 2024, and now controls most of the country. Abu Muhammad al-Joulani was recently appointed as the president of Syria.

Public Security Service

The Public Security Service is an intelligence agency affiliated with Hay’at Tahrir al-Sham (HTS), established on June 10, 2020. It is responsible for pursuing criminals and suspected agents, operating under a sharia-based judicial framework.

Hay'at Tahrir al-Sham Formation

Hay'at Tahrir al-Sham was formed on January 28, 2017, through the merger of several factions, including Jabhat Fatah al-Sham (formerly known as Jabhat al-Nusra), Jabhat Ansar al-Din, Jaysh al-Sunna, Liwa al-Haq, and Harakat Nur al-Din al-Zenki. Shortly after its establishment, a number of other groups joined the organization, along with individuals and fighters from Syria and abroad.
